Decisions

Nebraska courts have decided in favor of the constitutionality of the woman suffrage law passed in 1917. An attempt was made to get a petition before the 1918 legislature that would have suspended the law and suit was begun immediately by the suffragists.

Governors' messages, 1919 Kansas-Gov. Allen urges that a resolution be passed, requesting the United States Senate to submit a constitutional amendment providing for woman suffrage. Missouri-Gov. Gardner suggests that the legislature memorialize Congress urging the submission of federal amendment providing for equal suffrage.

Nebraska-Gov. McKelvie urges that every effort be made to hasten the passage of the federal amendment.

Governors' messages, 1919 Delaware-Gov. Townsend recommends granting the franchise to the women of the state. Idaho-Gov. Davis hopes the day is not far distant when woman suffrage will be a part of the national constitution as it is part of the state constitution. Indiana-Gov. Goodrich thinks that if a valid woman suffrage law can be passed it should be enacted. Maine-Gov. Milliken recommends that the legislature take whatever action is necessary to hasten the adoption of equal suffrage in state and nation.

Michigan-Gov. Sleeper urges the women of the state to take their responsibilities of citizenship seriously and to make a conscientious use of the power put into their hands thru the vote. New Mexico-Gov. Larrazolo recommends that an amendment to the state constitution be passed, allowing women the right of suffrage on an equality with men. Oklahoma-Gov. Robertson recommends legislation making the recently adopted constitutional amendment granting woman suffrage effective.

Pennsylvania-Gov. Sproul hopes that the state will pass an amendment providing for woman suffrage, if Congress fails to act favorably on the matter.

Texas-Gov. Hobby recommends a constitutional amendment providing for woman suffrage.

French chamber of deputies adopted the bill granting women the right to vote in all elections for members of communal and departmental assemblies, May 20, 1919. Indiana, Maine, Minnesota, Vermont, Missouri, Wisconsin, Tennessee, and Iowa have granted presidential suffrage to wo'19 [1919 suffrage victories bring the number of states where women have full suffrage, presidential and municipal or presidential alone, to 24.] Woman Citizen 3:883 Mr 22 '19 Union parliament of South Africa passed a bill giving votes to women, April 1, 1919. The bill was passed by a very slim majority, the vote being 44 to 42. Suffrage bills had been introduced in 1912, 1914, 1917, and February, 1918. Each time the bill was introduced the majority against it was decreased.

England, Ireland, Scotland, Wales, Canada, Austria, Germany, Hungary, Czecho-Slovakia and Poland granted their women the vote in 1918, while in 1919, Sweden and Holland are both committed to the reform of their governments. Nineteen foreign countries are on the suffrage roster, while fifteen of the United States have full suffrage. Illinois, North Dakota and Nebraska have given women presidential and municipal suffrage; Texas and Arkansas have given primary suffrage; Indiana and Rhode Island have given presidential suffrage only; Ohio and Florida have given municipal suffrage in charter cities and twelve others have given minor forms of suffrage, school or tax or both. Fifteen states, Arizona, California, Colorado, Idaho, Kansas, Michigan, Montana, Nevada, New York, Oklahoma, Oregon, South Dakota, Utah, Washington, Wyoming, with 4,303,288 women over 21, have full suffrage and will cast 137 electoral votes. Four states, Illinois, Nebraska, North Dakota and Rhode Island, have 2,358,996 women who have partial suffrage, and will cast 47 electoral votes.
