Governors' messages, 1919 Utah-Gov. Bamberger recommends that the legislature take steps to obtain for the state certain acres of land between the southern boundary and the Grand canyon of the Colorado which, because of geographic conditions, should belong to the state of Utah.

State Capitols-Governors messages, 1919-Cont. Idaho Gov. Davis hopes that the municipal authorities and civic bodies of the capital will continue their efforts to make the surroundings of the capitol a civic center of beauty and usefulness, and points out the increasing need of rooms for state departments.

Missouri-Gov. Gardner recommends the appropriation of $25,000 out of the general revenue fund for the purpose of completing the improvement of the capitol grounds. Nebraska-Gov. McKelvie urges the erection of a new capitol building.

Pennsylvania-Gov. Sproul recommends proceeding with the development of the state capitol.

Governors' messages, 1919 Arkansas-Gov. Brough reports the finances of the state in a satisfactory condition. Colorado-Gov. Shoup warns the legislature against over appropriation, which he considers wrong in principle and pernicious in practice. Connecticut-Gov. Holcomb recommends that $6,000,000 be transferred from the civil list fund to the sinking fund.

Delaware-Gov. Townsend states that at the end of the fiscal year, Jan. 13, 1919, there was an approximate balance of $475,000 in the general fund.

Financial. tables In Alabama. Gov. Message of Charles Henderson, 1919, p 16-35 '19 Illinois-Gov. Lowden reports that the financial condition of the state is good; that bills are paid promptly and the credit of the state greatly improved, enabling the state to secure better prices upon commodities it must purchase.

Indiana Gov. Goodrich recommends the enactment of a law to legalize funds expended to meet war emergencies. Maine-Gov. Milliken urges the most rigid and careful economy in appropriations, in view of the fact that the people have been heavily burdened by the financial demands of the war. He recommends a careful study of possible reductions in the cost and in the machinery of legislation, and that no private or special legislation be considered in cases where the purpose can be accomplished under the general law. Massachusetts-Gov. Coolidge asks that true economy be exercised by the legislature. Missouri-Gov. Gardner announces that the floating indebtedness of the state has been liquidated in full. The revenue estimate for 1919-20 is $18,000,000, from which must be deducted $6,000,000 for the public schools. New Jersey-Gov. Edge states that the state has a free balance in the treasury of over $3,000,000.

New York (state)-Gov. Smith includes with his message a statement summarizing the transactions of the state treasury for the year ended June 30, 1919, also the condition of the sinking fund and the state debt. Oregon-Gov. Withycombe suggests the advisability of establishing the end of the fiscal year at July 1 rather than January 1, thus corresponding with the business of the federal government. Pennsylvania-Gov. Sproul states that Pennsylvania has been paying an extremely large share of federal taxes, and that much attention must be given to devising some means for raising revenue for the needs of the state itself.

South Carolina-Gov. Manning states

that

the credit of the state stands high, as is attested by the fact that money for the current expenses of the state government has been borrowed at a lower rate of interest than other states have obtained. Tennessee-Gov. Rye devotes his entire message to a discussion of the finances of the state.

Utah-Gov. Bamberger states that by April 1, 1919 the state will have made up a deficit of some $400,000 floating indebtedness, besides redeeming the state bond issue of 1898 in the sum of $150,000. Vermont-Gov. Clement deplores the loss of income from federal control of public utilities, income taxes, and loss of state tax on deposits in savings banks and trust companies.

West Virginia-Gov. Cornwell states that the conditions of the state finances are very satisfactory.

Wisconsin-Gov. Phillip discusses the finances of the state and recommends reasonable economy in expenditures and that the legislature keep within its income.

Davis recommends dividing the executive and administrative departments of the state government into a small number of departments, the heads of which, so far as the constitution permits, shall be directly responsible to the governor. Hobby advocates the establishment of a state board of public welfare having power to visit and investigate the management of charitable, eleemosynary, and penal institutions supported in whole or in part by the state or any political subdivision thereof. Vermont-Gov. Graham states that the state institutions are in good condition. West Virginia-Gov. Cornwell states that the state institutions are generally being conducted on a satisfactory basis, and giving good service.
