Governors' messages, 1919 Alabama-Gov. Henderson recommends that the state law regarding the number of units of the national guard should be made to agree with the federal law. Arkansas-Gov. Brough thinks a national guard of 7200 men should be maintained. Delaware-Gov. Townsend recommends that no further change be made in the national guard until Congress has acted upon the

matter.

Idaho-Gov. Davis recommends that rather large discretion should be left to the governor to organize or reorganize the state militia at any time to meet the requirements of the changing federal law and regulation. Massachusetts-Gov. Coolidge recommends that provision be made for maintaining

such part of the present state guard as the military council may approve, for a period not to exceed one year after the declaration of peace.

Nebraska-Gov. McKelvie thinks that if the state militia is reconstructed it should only be used against a military foe.

New Jersey-Gov. Edge thinks the matter of the national guard is wholly contingent on the military policy adopted by the federal government.

New York (state)-Gov. Smith states that in a later message he will present to the legislature the problems attendant upon the reinstatement of the former members of the national guard in the state militia. Ohio-Gov. Cox states that no further legislation is needed to form a state military force, as the governor already has the power to reestablish the national guard, and that in all probability the national guardsmen in the service of the nation will be willing to return to the service of the state. Oregon-Gov. Withycombe deems it advisable to organize the national guard, so that this establishment may be perfected d when the treaty of peace is signed.

Pennsylvania-Gov. Brumbaugh recommends the expansion of the state militia, unless Congress decrees otherwise. He believes it important to have at all times in the state an efficient group of trained men to maintain peace and order. Pennsylvania-Gov. Sproul recommends mergwith ing the militia state national

guard as soon as possible. South Carolina-Gov. Manning recommends that the national guard be retained as necessary to maintain order, suppress riots, invasion or insurrection within the state. West Virginia-Gov. Cornwell believes it impractical to begin a revival of national guard organizations, and states that the militia statute is entirely out of date. He recommends that the special police deputy sheriff law be re-enacted, with certain modifications.

Governors' messages, 1919 Colorado-Gov. Gunter urges careful consideration of all bills which involve recognition of extra-territorial servitudes upon our territory and natural resources. Colorado Gov. Shoup recommends the creation of a board to be composed of the immigration commissioner, the register of the state land board, the state engineer and the state geologist to make a full survey of the undeveloped resources of the state, in order that such information may be given to the federal government to aid it in providing homes and occupations for returning soldiers; recommends a liberal appropriation for the work. Indiana-Gov. Goodrich recommends that the office of state geologist be abolished and that a conservation commission be created under the management of trained men not subject to the changing fortunes of political parties.
