Governors' messages, 1919 Illinois-Gov. Lowden recommends the adoption of a system of agricultural credit to encourage farmers to own their own farms. Maine-Gov. Milliken recommends that the

farm lands loan act passed by the last legislature should be made more liberal and should be called to the attention of returning soldiers who desire to establish themselves upon farms. Montana-Gov. Stewart states that the farm loans law has worked admirably, but that some changes and amendments may be necessary in the light of experience. North Dakota-Gov. Frazier recommends the establishment of a state bank or a rural credit bank.

South Dakota-Gov. Norbeck reports that South Dakota is the only state in the union having a rural credit law in successful operation.

Governors' messages, 1919 Colorado-Gov. Shoup urges provision for agricultural development and suggests that some of the things which will increase such development are good roads, equitable freight rates, home markets, elimination of excessive profits to middlemen and the fair inspection and grading of products.

Idaho-Gov. Davis recommends the creation of a unified department of agriculture to build up the whole field of agriculture and not one special branch, and to cooperate in every activity with the state agricultural college and state experiment station, as well as with the federal government. Maine-Gov. Milliken states that the farmer should be protected as far as possible from the loss occasioned by preventable diseases of animals, plants and human beings; that wasteful methods of marketing should be eliminated; that market roads should be improved; that an effort to carry to rural localities electric light and power should be made.

Massachusetts-Gov. Coolidge recommends that means be provided for encouraging agricultural development.

Minnesota-Gov. Burnquist urges an investigation in order to improve farming conditions including the distribution of farm products, speculation, price control and unjustifiable profits; and recommends that legislation should be enacted which will enable farmers to cooperate. A new department of agriculture is also advocated.

New Hampshire-Gov. Bartlett recommends a broad policy toward the department of agriculture in its valuable work for the development of farming in the state.

New Mexico-Gov. Larrazolo recommends legislation making it a duty of the boards of county commissioners to cooperate with the county agricultural agents in the creation of a farmers' bureau, whose business it shall be to keep posted on the ruling market prices of farm products and on all matters of interest to farmers.

New York (state)-Gov. Smith states that agriculture in the state should be properly encouraged. He urges a study of the marketing system, better agricultural education, and general improvement of rural conditions.

Rhode Island-Gov. Beeckman recommends the establishment, at the state college, of courses in farm management and business organization so conducted as to make them available to actual farmers as well as to students of agriculture, and also recommends that a liberal appropriation be made therefor.

Vermont-Gov. Graham recommends that further aid be extended to agriculture and forestry and to the farm bureaus of counties.
