Governors' messages, 1919 Arizona-Gov. Campbell recommends the creation of a road commission. Idaho-Gov. Davis has asked the state highway department to submit a project plan of improvements for the next five or ten years, and the plan will be submitted to the legislature for approval and subsequently to the people at the next general election.

Michigan-Gov. Sleeper recommends the creation of a highway commission of three men to be appointed for terms of six, four and two years, this commission to have entire charge of general road building operations. Montana-Gov. Stewart directs the attention of the legislature particularly to the highway commission because of the fact that as time goes on the necessity for an adequate highway department will be more and more apparent.

New Hampshire-Gov. Bartlett states that the general power to direct, supervise and outline general policies of the highway department should be placed in the hands of the governor and council.

South Carolina-Gov. Manning reports that the highway commission has not been able to accomplish what was desired, on account of inadequacies of the law under which it operates.

Favors federal home loan bank for relief of realty. Rec and Guide 103:751-2 Je 7 '19 Governors' messages, 1919 Iowa-Gov. Harding recommends encouraging people in owning their own homes and suggests that the principle to be applied by the state to settling soldiers on farm lands be applied to civilians to settling them on town lots.

Kansas-Gov. Allen urges legislation for the creation of credits to be used for the increase of home-owning. Massachusetts-Gov. Coolidge says inducements should be made to encourage home building, thru the providing of capital and loans at low rate of interest and some exemption from taxation. Oklahoma-Gov.

Robertson recommends amending the home ownership law in order to make loans to the man without funds who desires to establish his own home. He recommends that the loans be limited to $2500.

South Dakota-Gov. Norbeck thinks that an exemption from taxation of homes up to the value of $2000 would encourage home build

ers.
