Governors' messages, 1919 Kansas-Gov. Allen discusses the increase in farm tenantry and urges the legislature to encourage ownership of farms by those farming them. He would recommend legislation discouraging speculation in farm lands and suggests that exemption from taxation of all improvements on land farmed by owners would tend to reduce land speculation.

Pennsylvania-Gov. Brumbaugh recommends encouragement to farmers to own and operate their own farms. Legislation is recommended especially for the establishment of an agency of counsel and free advice in the location of farm buildings. Texas-Gov. Hobby recommends a constitutional amendment for land settlement of soldiers and sailors.
