Governors' messages, 1918 New Jersey-Gov. Edge emphasizes the imperative necessity of a brief, accurate legislative session. Business like law-making is the essence of business government.

Legislatures-Sessions-Continued

Special sessions Colorado-Legislature in special session, July, 1917, passed a state constabulary act, providing a semi-military force to take the place of the state guard while it is in national service; appropriated $50,000 to be used under the direction of the governor in carrying on the various phases of the work conducted under the supervision of the war council, including the mobilization and direction of the entire resources of the state to further production, conservation and distribution of the state's products to meet problems arising from the war; appropriated a sum to aid the fight against the alfalfa weevil, that production may be increased as a war measure; enacted a law making it an offense punishable by fine or imprisonment, or both, for anyone to destroy food products to aid in keeping up prices. Montana-Gov. Stewart called an extra session of the legislature for Feb. 14, 1918 to amend the state seed grain law, to aid the farmers in obtaining seed for spring sowing, and to consider the national prohibition amendment.

Phillipp called a Wisconsin-Gov. special session of the legislature for Feb. 19, 1918, for the purpose of taking up the problem caused by the death of United States senator Paul O. Hustig, involving the choice of a successor and a test of strength between the loyal forces and the La Follete-proGerman organization.

Legislation

New South Wales-Amendment to defamation bill repealing section 31 of defamation act of 1912, which made the machinery on which a newspaper containing libel was printed liable to seizure, no matter who the owner might be. Present act provides that the goods of publisher of libel will now be liable to seizure and not the goods of someone who may have loaned machinery on which libel was printed. (Passed Assembly O 22 Council O 25 '17)

The survey was made to secure definite information on matters on which the Library advisory board is legally bound to advise the State library commission. The board studied existing organizations and methods, made a critical appraisal thereof and offered constructive suggestions for corrections. Emphasis was laid on matters of policy and organization rather than on the details of administration.
