Governors' messages, 1918 South Carolina-Gov. Manning recommends that adequate appropriations be made for carrying on the work of suppressing and treating infectious diseases, such as diphtheria, rabies, typhoid fever, cerebro-spinal meningitis, with serums kept by the state board of health. He believes that the reason for the extremely small death rate from diphtheria in the state is due to the fact that diphtheria antitoxin can be obtained free by anybody.
