Governors' messages, 1918 Kentucky-Gov. Stanley recommends legislation permitting absent voting by soldiers. Maryland-Gov. Harrington recommends that a previous bill providing for a constitutional amendment permitting absent voting by soldiers and sailors be again introduced and passed, and that another bill providing for taking the soldiers' and sailors' votes in the camp or field be introduced, to become effective upon the ratification of the constitutional amendment.

Massachusetts-Gov. McCall recommends the passage of a law providing for absent voting by soldiers and sailors in active service, and for civilians only in cases of sheer necessity.

Montana-Gov. Stewart recommends amending the absent voters law in order to make it apply to men in the service. Rhode Island-Gov. Beeckman recommends the speedy passage of legislation providing for absent voting for men in the service. South Carolina-Gov. Manning recommends provision for absent voting by men in the service.

the one he is supposed to be an authority
on. He claims that students have a right
not to be forced to listen to remarks offens-
ive or injurious to them on subjects on
which the professor is not a master, a right
which the teacher is bound to respect.
