New York (city)-Mayor's committee on national defense has drawn up plans for community organization in line with suggestions from the Council of national defense for more effective help toward winning the war. The plans provide for an executiveadministrative organization, to be appointed and to act as the central coordinating group, and for democratically elected community councils in each locality of the city, which councils will send delegates to the central committee.
