United States employment service, on August 1, 1918, took over the supplying of war industries with common labor. All independent recruiting of common labor by manufacturers having a payroll of more than one hundred men has been diverted to the new federal employment service. The restrictions will as soon as possible be applied also to skilled labor. The recruiting of common labor thru the Service does not apply in the following cases: Labor which is not directly or indirectly solicited; labor for the railroads; farm labor, to be recruited in accordance with existing arrangements with the department of agriculture; labor for non-war work; labor for establishments whose maximum force does not exceed one hundred. The plans of recruiting are so arranged that any community will be protected from being drained of labor. United States employment service organized by the department of labor.
