According to the Dictionary of National Biography it is extremely doubtful that Somers was the author of this tract, which was originally published anonymously.

This is one of the anonymous editions. See the note to the preceding item. Evans 13632 has this edition under the date 1774, but the AAS copy was the copy of Isaiah Thomas, and is dated 1773 by him in his autograph.
