Smith recommends the enactment of practical legislation for the better regulation of the flow of the rivers by the construction of storage reservoirs. Pennsylvania-Gov. Brumbaugh states that the Water supply commission has issued in pamphlets a complete survey of the water resources of the state, has formulated a comprehensive plan for the control and utilization of the streams of Pennsylvania and has planned a scientific treatment of all impounded waters to the end that no bursting dams shall spread disaster in any place. He recommends the extension of the that topographical surveys and sufficient

funds be made available for the work.
