Governors' messages, 1919 Illinois-Gov. Lowden recommends the adoption of a system of agricultural credit to encourage farmers to own their own farms. Maine-Gov. Milliken recommends that the farm lands loan act passed by the last legislature should be made more liberal and should be called to the attention of returning soldiers who desire to establish themselves upon farms.

Montana-Gov. Stewart states that the farm loans law has worked admirably, but that some changes and amendments may be necessary in the light of experience. North Dakota-Gov. Frazier recommends the establishment of a state bank or a rural credit bank.

South Dakota-Gov. Norbeck reports that South Dakota is the only state in the union having a rural credit law in successful operation.
