THE GAZETTES.

The Canada Gazette for Jan. 12th contains a proclamation bringing into force sec. 3 of 7-8 Geo. V., c. 10, entitled "An Act to repeal The Ocean Telegraph Act."

It also contains a proclamation calling together the Dominion parliament for Feb. 28th. The Canada Gazette for Feb. 9th contains the appointment of G. J. Desbarats, C.M.G. C.E., Deputy Minister of the Naval Service, and Wm. A. Found, Superintendent of Fisheries, as Commissioners on behalf of Canada, at a joint conference to consider the proposals for a settlement of outstanding fishery questions with the United States government.

The Manitoba Gazette for Jan. 19th, contains the Speech from the Throne delivered by Sir. James Aikins, which contains the eloquent passage:

"Despite the fact that you meet once more under the cloud of the terrific struggle that still casts its pall over a whole world, we have cause to be thankful for many things, among others:

For those brave and chivalrous Canadians who, in scorn of comfort and self-interest, adventured their fine future and their lives to save us and our country from the dominion of our enemies. The Hon. W. F. A. Turgeon, Attorney-General of Saskatchewan, has been offered, and refused the Chief Justiceship of the Court of King's Bench in that pro

vince.

Captain Keith C. Macgowan, of the law firm of McQuarrie, Martin, Cassady, and Macgowan, of New Westminster, B.C., has been awarded the Military Cross for his work at Passchendaele.

Mr. Howard A. Hall, third-year law student, of Toronto, has been awarded the James Bicknell prize, having received the highest mark in commercial law.
